Earlier this year we engaged with people across the four boroughs of; Brent, Hammersmith & Fulham, Kensington & Chelsea and Westminster to hear local views on the future of palliative care services in the area.
Four possible scenarios were presented for discussion in a public ‘engagement period’ and local people were invited to participate.
Following the end of this exercise, the recent coronavirus outbreak called for the NHS to prioritise its resources to handling the health response. As a result, the palliative care review was put on pause and the in-patient beds at the Pembridge have been used as part of the coronavirus response.
Following this delay we have now gathered all the findings in this report which provides an overview of the feedback we received from the survey and also the key themes that arose in a number of targeted meetings and workshops held across the four boroughs. In total:

This report outlines the feedback from the engagement period, which was not a formal public ‘consultation’. Going forward, should a substantial change to services be proposed, a full public consultation would still be required on these changes and local people would be given the opportunity to have their say.
The inpatient beds at the Pembridge continue to form part of the NHS health response to Covid-19, until further notice. During this time the unit has been used to support people discharged from hospital to rehabilitate them before going home and will remain on standby to provide support in the event of future Covid-19 outbreaks over Winter. In this current landscape the programme will remain paused for the time being until the situation has stabilised further.
CCGs, Local Authorities and service providers (i.e hospitals) are working together more closely as ‘a system’ across the whole of North West London throughout this Covid-19 response period. As such, the review of Palliative Care services which has previously been led by Central London CCG in partnership with West London, Hammersmith & Fulham and Brent CCGs; will now move to sit instead within the wider North West London ‘Local Care’ team.
This team oversees all primary care and community services, ensuring that together they meet the health and care needs of local people.
It’s important to note that a decision has not been made regarding the local palliative care services. As soon as there is an update on the progression of this work, we will let you know for further involvement.
